YouTube changes their encryption from time to time. I use WinX and when that happens they fix it within hours. Never convert videos to MP3 that degrades the sound. MP4 audio is aac, which is better than MP3.

Download the entire video and convert to wav for best sound.

mp3 is not a video file that's why it doesn't work. If you want to put a sound file on YouTube you will have to make it a video file. To do such make a wideo say the name of the video as a graphic, put it on an NLE on the video track then put your audio file on the audio track. Export your video to YouTube & that should work.
